please advice what banks can do
If you do not repay your personal loan(mostly half of the emi's paid) and leave the country india

if you have immovable properties bank can attach and sell the same and recover their dues.  If someone has stood surety or guarantee, bank can recover their dues from him. It is always better to clear the dues, otherwise interest will be added to it and it will keep on increasing. Even if they are aware of your whereabouts in foregin country decree can be executed in foregin country.  Therefore it is in the interest of borrower to clear the dues. There is no escape unless bank chooses not to pursue.
