Yes, it is possible to file a PIL against the undue advertisement. However, you may refer to the rules and regulations relating to the time advertisements can be played by channels/cable operators before proceeding to file the PIL. If the Ministry of Communications or the appointed regulatory body has already permitted the time within which these advertisements are inserted, Courts may not be inclined to intervene.  If your local Cable Operator is playing advertisements of his own, besides the advertisements the respective channels ply, it is better you switch over to DTH like Tata Sky, etc rather than get into unnecessary litigation of filing of PIL. DTH providers do not play their own advertisements beside the advertisements played by the respective channels.

If the consumers in your area altogether or one by one switch over to DTH disconnecting the local Cable, it will teach the Operator a lesson.  Nowadays, DTH rates are quite reasonable and we can choose the channels we need.

PIL is possible only against the the Government Or the public authority, not against any private person.
