Poa holder has not act according to poa ?

Wife had given power of attorney to her father "to dissolve the marriage by filed divorce petition and doing all necessary acts for that." Que-1. Can her father give consent and sign behalf of wife in stamp paper agreement of mutual consent divorce and notarize it? Que-2. If No then, Is this punishable act by POA holder because, POA has given to POA holder to file the petition of divorce and doing all necessary acts for that only and not for made stamp paper agreement of divorce? (It is known that Divorce is granted by Court only)

the actual mutual divorce papers has to be signed by the wife and husband and another petition has to be filed by her enclosing poa as her father will attend all the hearings and if and anywhere if she wants to present then she will present this step is legal and how can her father sign the divorce papers and even the court does not accept this papers
