Possession letter

I have purchased a ready to move flat. Registration has been done.All payment has been made on time but still builder is not giving possession letter and demanding 1.5 Lacs cash for delay payment.Which is false allegation.
What should i do?? Can i move to my flat without possession letter

If you can wait for possession, go for consumer case immediately or else if you need possession, pay 1.5 lacs under protest through email and registered post and after taking possession, file for consumer case.
