Power of attorney

My mother is Indian national and she owns property in India. I am British national, OCI holder residing in India for 3 years. My mother has gone to UK and has sent power of attorney from UK to represent her in court for the case for the property she owns.

I had gone to register power of attorney in Collector however i am told that as you are foreign national you cannot have power of attorney in your name and will not register in collector. you will have to give power of attorney to an Indian national. Is there any rules which restricts foreign national to have power of attorney and represent in court?
