i recently learnt of the amendement to IPC wherin sec.174A has been inserted. this makes the proclaimed offendor, punishable under this head. i just wish to learn more on this topic. if any commission report or any legislative debate prior to it,or any caselaws with its regard may kindly be made known to me.
