Do one thing...get that letter thing notarised....
Builder is duty bound to execute agreement and get that registered....after that you will be legally owner of the flat....now...when u had paid so much amount ....dont pay next installmnt......
Try to get details of other flat buyers...check with them if builder executed agreement in their favour....
Try to get full details....before paying next amount...

normally on the allotment of flat the builder has to make registration process and some will make after final amount paid check with the other flat buyers and also check the link documents from landlord and builder agreement and show them to a local lawyer

Allotment letters are not issued on stamp papers, rather it is done on letterhead(s) of the builders only. While booking the flat you must have enterd into a sale agreement which must be on stamp paper. Next step is to get the flat registered in the buyer's name and for that purpose the Conveyance deed needs to be prepared and that must be on stamp paper of appropriate value (linked to the value of the property).
