I agree that, N.D .Tiwari , being a Governer may behave like an ordinary man with lust. But Raj Bhavan is a Place, where official duties are also performed. Bueracrates,other officials and common citizen daily use to visit it. Therefore he should have choosen some other place for such  activities. Further being a executive authority appointed by the president , as per the constitution, he should should maintain dignity.
