Receipt of Divorce petition by whatsapp without attachments

A divorce petition/notice under cover of Family court letter, has been received by wife on WhatsApp but without the attachments referred to in the petition. Even hard copy received through speed poost has no attachments. Appears attachments deliberately removed.
Queries
1) can the notice without attachments be considered valid ?
2) can a complaint be lodged against this act of the sender ?
3) what should be done to get the attachments?
Thanks for prompt response.

Immediately send a reply to the sender that copies said to have been attached was not received and a suitable reply will be sent on receiving such copies  Preserve the envelope as it shows the weight and stamps affixed to the envelope.. A normal envelope containing 3 pages postage is Rs.5/ (+ Registration Rs.17/-)
