Recovery as arrears of land revenue

if in any agreement or rules it has been specifically provided that in case, any loss will occur, that shall be recovered as arrears of land revenue...after issuing recovery certificate, no further proceeding has been made for realising the defaulted amount .....and a FIR has also been lodged on the same ground of default in payment...whether a criminal proceeding is maintainable in such type of matter ....while arrest and detention of a defaulter as provided under section 281 of U.P. Zamindari Abolition and Land Reforms Act, 1950 are borrowed from Section 51 and Order XXI Rule 37 CPC. A conjoint reading of both Sections 51 and Order XXI Rule 37 CPC, appears is that warrant of arrest shall not be issued as a matter of course. It may also be relevant that arrest/ imprisonment of a defaulter under the relevant provisions of Code of Civil Procedure...

therefore my question is that.... criminal proceeding under sections of IPC is maintainable in the matters of recovery of dues of any tax/amount to government, bank or any other organisation recoverable as arrears of land revenue...
