Remove the name from legal heir certificate

Sir / Madem, how to remove my father in law's name from my husband's legal heir certificate. My father in law is having three sons also except my husband. I have a two daughters. Nobody can help me for their studies. I am housewife. Just 149 sqft land only there in my husbands name. But my father in law cunningly trying to sale that without my knowledge. When i knew i put pettition to sub collector through our village administration officer for removing his name.still now that is pending. I dont know how to handle this and next move. My jn laws are tourchering me also. Please give me what can i take another move. Please
