Rti act: spreading hatred against applicant

The attachment shows how the deputy general manager of a GIPSA company who opted to spend pubic money (at least Rs. five thousand on account of travel by air from Mumbai to Delhi instead of attending video conference from Mumbai as per the stipulated mode of  notice of CIC ) on 20th May 2013 while attending the hearing of central information commission spreads hatred against a person seeking information under the Right to Information Act.

The attachment confirms that First appellate authority of insurance company was present in person beofre the central information commissioner,Mrs. Deepak Sandhu

The FAA was expected to be present through video conference,he instead enjoyed travel by air on public money

The attachment shows there is a long history of past about  6 years of consistent defamation of an experienced ,honest and qualified (I am a spectator of corruption in  public sector insurance since last 25 years, a post graduate of both english and Hindi,a fellow of Insurance Institue of India) RTI applicant being subjected to such  sweeping words as frivolous,vexatious,harassment of public authority and now "unparliamentary adjectives"

 

Neither the bureaucracy of central Information commission nor the bureaucracy of public sector insurance company has however,pointed out any specific allegation or served any defamation notice to the RTI applicant,they rely merely on their extremely vague and sweeping statements made with collusion of one another.

In 1982 in the celebrated case of S P Gupta vs. Union of India (AIR) 1982 SC (149), popularly known as Judges case the claim for privilege was laid before the court by the Government of India in respect of the disclosure of certain documents. The Supreme Court by a generous interpretation of the guarantee of freedom of speech and expression elevated the right to know and the right to information to the status of a fundamental right, on the principle that certain unarticulated rights are immanent and implicit in the enumerated guarantees.
