Rti sec 6(3) 45 days

Dear Sir, I have filed an RTI application u/s 6(1) to PIO Thasildar, Palani Dated 5.10.2015. No reply 30 Days. Filed First Appeal 19(1) TO FAA - THASILDAR OFFICE -Palani dated 09.11.2015. On 23.11.2015 PIO thasildar forwarded my RTI application to PIO Palani Municipality - 45 days later. On 24.11.2015 FAA replied the same as PIO Thasildar. My RTI application forwarded u/s 6(3) after 45 days. My query : 1) Am I eligible to file second appeal u/s 19(3) against PIO thasildar u/s 20(1) & (2). Thanks in Advance.
