Sale of unregistered property

Please refere following scenario:

Property Purchased by First Owners (first applicant passed away/second is alive) from builder(builder also passed away) in 1984 with unregisered agreement of sale, no stamp duty was paid.

my father purchased said property from first owners in year 2002, he paid stamp duty but could not register agreement of sale. 

in the year 2010 my father passed away and with reference to Nomination in Housing Society Records, property was transfered in My mothers name.

Meanwhile Property Tax is being duly paid without failure, which is in the name of First Owners.

now in the year 2013 conveyance deed in favor of society was executed between Land Owners and HSG Society which states ownership of said flat in my mothers name.

 

Further, Society has no records of OC, 7/12 extract and Blue print......only CC is available.

 

Now when i am trying to sell the property no bank is ready to avail loan to the purchaser.

 

Kindlly advice solution at your earliest.
