Sales tax notice clarification

Dear All, pl give your clarification to me regarding dispute with sales tax dept,Erode. our erode sales tax dept has issue a recovery notice on Sep 17 against non submission of Sales C forms from 2014-15 to 2016-17 . now we are decided to go appeal against this notice and we observe this appeal has to be filed with High Court, Chennai not possible in Erode court. after that we have arranged & submitted 80% sales C forms to sales tax dept. now sales tax dept has issue a revised new notice for balance pending C forms in Dec 17. my queries are based on Dec 17 sales tax notice, whether we have to file appeal in Erode or have to go High Court,Chennai ? pl clarify to further process.
