Scammed on internet

Being a member of US international forum, if you are scammed by a forum member on purchasing a product and you pay him via paypal as a gift and if he doesn't deliver you the stuff and runs away with all kinda excuses. And even after you complain the moderator of the forum, they just ban him which is the only way to stop fraud. So what can we do in such scenarios. How can we trace him? What are the laws against such scams?

How can a common member protect itself from such scams/frauds? Where should we go and complain about this? What would be the action against this? Do we have to inform them about the forum name and all the details as such? Will the entire forum get banned? How can an international member protect himself from such type of scams/frauds?

its been urged time and again that people asking for advice should tell us the entire details before we give an answer. anyways, where did the incident occur, which state? ( i know you might be thinking, does it matter. the answer is yes it does!) your fraudy friend can be traced if he is using the same ip address, please approach the cyber crime cell (CBI) in delhi (thats why i was asking the place), write to them or see if this division is present in your location, approach them and get a case registered and sit back and let the experts handle it.
