Society transfer charges

I purchased a flat under resale and at that time CHS was not formed. As no loan was taken, NOC from builder was not taken to avoid heavy charges in cash without receipt. Builder was also not informed of the transaction. Now the society has been formed and I am going to submit the transfer papers for change of names against the property. I want to know i) whether Society can charge transfer fee of Rs 25000 for transactions done before formations of society. ii) If no, then whether the society can refuse to transfer the title of the property from its earlier owner to the present owner. iii) If yes, how much amount can the society charge for transfer of the title.

Please mention the loclity of the property for which you had posted the question for accurate answer from the expert. I agree with the Adv. Bharat but it is for Maharashtra only.
