Spot mahajar

A fabricated case has been lodged against a senior citizen for extortion. There is a spot mahar pertaining to a fictitious incident with the sign of 2 panchas who are brothers of the complainant. The spot mahajar itself is fabricated.

The case diary has no record of the panchas or the mahajar. Is this sufficient ground to file any case against the IO for fabrication of proceedings?
