Stamp duty on gift to sister in law?

As per the provisions of Bombay Stamp Act, 1958,

In case the donor and the donee are blood relatives like brother, sister, father-son, mother-son, husband and wife, then the stamp duty at rate of 2% of the market value has to be paid a stamp duty.

Does the definition cover sister in law or will she have to pay the normal stamp duty?

Also, if a person gifts a property to the HUF of his brother, will he get the benefit of the reduced stamp duty as stated above?

In Maharashtra.

I saw the rate from the Bombay Stamp Act, 1958.

Same duty as on conveyance( i.e. Rs. 25 for every Rs. 500 ). In case of a gift to spouse, brother, sister, lineal ascendants or descendants @ Rs. 10 for every Rs. 500 or part thereof (approx. 2%) of market value

I wanted to know about whether the benefit of lower stamp duty, (available to blood relations as quoted from the act), can be availed in the abovementioned two situations i.e. if property is gifted to sister-in-law or brother's HUF.
