Structural audit of building without the members agreement

Our building is over 60 yrs old in mumbai. Each of the individual flat owners have received a notice to conduct the structuural audit.

No CHS has been formed . We only have a flat owner's association. Out of 8 members - only 6 agree to the audit. The reason being that different flat owners have made illegal alterations to their flats. The auditor showed up at the flat but was not allowed in by the non-consenting flat members. What can be done now ? We are supposed to get the audit done in 30 days. Please advise

Since there is majority decision of the association, the members have to agree for the decision.  the Association may file a civil case against the disputing members directing them to allow the auditors to audit their flats.
