Substitute of Administrator?

In a LOA obtained from Bombay High Court there are 3 Administrators. On death of one of the administrators having 3 legal heirs (Wife + 2 daughters) who can be appointed Administrator. What's the procedure for obtaining Consent of High Court. TIA

The legal heirs of the deceased administrator cannot take the role of the died person, the other two administrators can execute the Will.
