Firstly, there is no specific law governing Public Interest Litigation in India nor has it been defined anywhere. The earliest attempt to define PIL was taken up by teh SupremeCourt in the case of Janata Dal vs H.S.Chaudhary & Ors. As per the obsertion of Hon'ble Court, the seed of this concept was laid out in the case of Mumbai Kamghar Sabha vs M/s Abdulbhai Faizullahbhai & Ors.
With that context and answering your question, time taken to conclude a PIL is predominantly based on the nature of PIL filed. If the PIL pertains to pressing matters such as life, human rights violation, etc the matter is most likely to be disposed off at the earliest. However, other PILs may taken longer time, sometimes years, to be disposed off.
As per a recent report carried out in the Times Of India citing Law Minister Kiren Rijuju's statement in the Rajya Sabha, 2800 PILS with allegations of violation of Fundamental Rights alone are pending for adjudication before the Supreme Court.
