Pls. can you advice me as to what civil remedy we have or the owner has when the village headman/authority is not providing us NOC for telecom tower erection whereas all the neigbours within 30 mtrs radius has already given their NOC?

local authority nod is a must

Permission for erection is refused by local authority you have to prefer appeal to higher authority under the prevalent law.
