Unpaid maintained charges

I had given my apartment to rent from April2014 to January 2015. They had not paid maitainence amount of 4000/_ balance. How can I send legal notices how much it will cost. The tenants are not in my city presently I have only mail I'd contact but they work in my office but another city.
