Valid standard caveat?

Hi,

one of our neighbour recently built house.

he planned such a way that entry stairs are falling on the road. This is clear case of encrochment.

we 2 families objected him to do so. Now he didnt built stairs but using some temporary stairs of bricks and stones.
He is afraid we will go to court and get the stay on his construction. So he sent us caveat notice via lawyer under local court ar Tahsil place.

can someone please check whether this piece of paper is valid or not? This is marathi language. 

What should be our stand on this?

You can report to the local municipality. They will take action on neighbour for illegal constructions.

As I mentioned he is doing it slowly.

its a village grampanchayat. 
What i want is, valid caveat document and all?
