validity of agreement for sale

An agreement for sale was signed by both the parties in Saudi Arabia for a property in India. whether the agreement made on Indian stamp paper valid?

That agreement of sale having an Indian Nonjudicial stamp, then it shall be got validated by the Collector under Sec.18 of I.S.Act, 1899. Otherwise not valid.
