VAT and service tax on self built home

We built a small house on our farm for our own stay. Like in any rural area we provided material and hired locals to do the tasks such as foundation, plumbing, brickwork, roof, etc. For major purchases (steel for ex) we have paid vat. For some vat was mot paid. How do we pay vat for such items? Secondly, since all work was done by individuals who pays service tax? I was made to believe by a post elsewhere that service tax does not apply since the house is built for self occupation (not renting or sale). Is this correct? Kindly advise. The house is in Maharashtra. Thanks, Satish
