What is sthai jati praman patra

Dear Sirs,

I am an engineer by proffession, I had prepared a Jati praman patra for OBC which is written as sthayi Jati praman patra on the certificate of non creamylayer. But now my annula income had crossed the limit of the creamylayer. Can I still use the same certificate in the govt. documents submission. Can My wife be granted the same certificate of OBC below creamy layer. This question is justy out of curiosity. Advice is required on the same
