In sheer frustration, the Maharashtra State Informtion Commissioner approached the Chief Secretary of Maha Govt who has issued a circular to all depts/officers to follow RTI and supply infn immediately as per Act. It is rather strange. He has got all the powers to impose penalty and recommend disciplinary action against erring officials. Instead he wanted govt to issue a circular. We know the fate of RTI Act in Maharashtra. We also know the fate of many circulars on discipline, efficiency, etc. Except for microscopic minority of officials, nobody bollows RTI Act in Maharashtra. They are adept at forwarding applns from one officer to another and that is the end of it. In many cases, the appellate authority has sent me notice of hearing 10 days after the date of the hearing. The Act has become a joke.
