DG & IGP HARPS ON POLICE REFORMS 30 Dec 2008, 0739 hrs IST, TNN BANGALORE: The government has never done anything adequate for the police, says DG and IGP R Sri Kumar. He expressed displeasure over how police reform recommendations have been gathering dust for decades. "When the British created a police force in India, they wanted to control the people through the force. In England, it was a democratic police set-up. India is still following the 1861 Police Act, which says police are agents of the government," Sri Kumar explained at an interactive session with members of Bangalore Chamber of Commerce and Industries (BCIC) on Monday. He reminded the participants that the Dharamveer Committee report on police reforms was still on paper. "When I started my career, I thought police reforms will happen in a few years. I will retire next month, and the recommendations are yet to be implemented." According to him, spending on policing is less than 90 paise per capita a day. "If the government has a third-world budget for policing, people get third-world policing. Now, the government is ready to spend and the police must make good use of the funds," he said. He admitted Bangalore is vulnerable to a Mumbai-like terror attacks and enough indications have passed by. "In 2000, Deendar Anjuman bombed many churches and later, it was the IISc attack. Since people saw the Mumbai attacks on television, a panic has been created. There is a need to restrict rights and privileges of people to some extent,'' he pointed out. TECHNO POLICING: However, Sri Kumar pointed out that the police were working towards optimum use of technology in policing. Instead of increasing the number of police patrolling on the road, they are working towards control room monitoring of the streets, backed up with real time action team. Likewise, the police have created database of 13 million people, involved in various criminal activities during the last 13 years. All it is working towards is to link it up with transport department, so that the details could be verified before issuing license.
