LAWLESS HARYANA : 25% RISE IN RAPE CASES 28 Dec 2008, 0657 hrs IST, TNN CHANDIGARH: An economically progressive state otherwise, Haryana seems to have failed miserably on the law and order front. In a disturbing trend this year, there has been significant 25% increase in the number of rape cases as compared to last year's figures. On an average, two women are being raped daily in this state. Compared to 471 cases last year, more than 600 women had lodged rape complaints, including six against police officials, by this November end. Apparently, the move to book cops for their criminal acts, has come in the wake of Sarita episode. A married woman, Sarita had committed suicide at police headquarters in May this year after her rape complaints against two cops at Rohtak CIA police station had remained unheeded. Faridabad and Gurgaon ranges have recorded the highest number of rape cases ^ 179. Rohtak range comes a close second, with 150 cases. While Karnal registered 43 cases, Kurukshetra reported 40, Jind 38 and Rohtak 38. The Faridabad district, in the national capital's neighbourhood, leads other districts of the state with a maximum of 44 cases. ADGP, law and order, V N Rai attributes the trend to a "backward society". According to him, "Parents demand registration of rape case even when there is only elopement and the girl is a major. They do it as they don't want any societal backlash. Our law is progressive but the society is yet to catch up with it." Sociologists claim the numbers can hardly be taken as a complete reflection of the menace. "Many women avoid going to police stations to lodge their complaints," said one. PU's sociology professor Sherry Sabbarwal attributes the trend to diminishing number of women due to rampant female foeticide in the northern states.
