The Union Labour & Employment Minister Shri Mallikarjun Kharge has informed the Rajya Sabha that under the Unorganized Worker`s Social Security Act, 2008, States are to register unorganized workers. As per available information, the States have not yet started registration of workers under the Act. At present smart cards are being issued to such unorganized workers and their families as are below poverty line under the Rashtriya Swasthya Bima Yojana (RSBY) to provide health insurance cover. More than 2.4 crore smart cards have been issued as on 31.07.2011.

The issue of constituting State Social Security Boards, Rules and registration of unorganized workers under the Act has been taken up with the State Governments through letters and was re-iterated during the State Labour Ministers’ Conference held in January, 2010. 

The Minister was replying to a written question in the Rajya Sabha today.
