The Supreme Court has directed the Centre to place before it memorandum of procedure for appointment of permanent judges in the High Courts. A Bench headed by Justice Arijit Pasayat passed the order after being informed that during 1st January, 1999 to 31st July, 2007, the collegium of the apex court was not consulted before appointment of 351 judges in various High Courts. The Bench was hearing a petition filed by senior advocate Shanti Bhushan, raising the issue of alleged lapses in confirmation of additional judges as permanent High Court judges without following the proper procedure.
