Two Parliamentary Secretaries Resigned In Reference To Bombay HC Order Dated: 10-02-2009 Source : UNI Delhi : In a significant development that will have a bearing on the Congress-led coalition government, two parliamentary secretaries with cabinet rank submitted their resignations, in deference to the January 22 order of the Bombay High Court at Goa. Those who resigned are NCP legislator Nilkanth Halarnkar, who represents Tivim constituency, and Congress legislator Francis Silveira of St Andre constituency. They had forwarded their letters to the office of the Chief Minister. They said the Chief Minister was aware of their decision to quit much before the one month deadline imposed by the High Court for holding their office. The court, in its verdict disposing a PIL filed by social activist Adv Aires Rodrigues, observed that the posts of parliamentary secretary were ‘unconstitutional and arbitrary’ and hence set aside their appointments. Mr Rodrigues submitted to the court that their appointments were drain on the state exchequer. He has also decided to challenge the High Court order upholding the cabinet status of three other politicians, one of them a ruling party legislator. The advocate general, however, told the court that the government would approach the Supreme Court on appeal, but there had not yet been inkling of it so far. The NCP, which had been irking the government on many occasions seeking a large cake in the government, had three members in the 40-member House. Two of them had been accommodated in the Cabinet.
