A query on minorities...

I am not a lawyer or a law student, so pardon me if I posted this in the wrong category.

I had a query about a certification course offered in our college. It's a SAP course with different fee structure for minorities.

The fees for minority students (of Muslim, Sikh, Buddhist, Jain, Christian, Parsi religion) is Rs. 500. And the fees for other students of Open category for the same course is Rs. 9,133.

Considering this course is being offered by a government body (Directorate of Techincal Education, as far as I know), is such disparity allowed? And under what section of the Constitution.
