Gpa to sister and jda between sister (as my agent) and builder

I inherited my widowed mother's self-acquired house property as her son through Probate of her Will. As I am an NRI, I gave GPA to my only sister (we are the only siblings) who entered into a JDA with the Builder for Construction of 5 Flats with 1 flat for my sister and 1 flat for myself and the remaining 3 flats to builder for his sale which all completed in year 2000. My sister died in 2015. Upon my return to India (Chennai) last year I see that my flat is not registered in my name although I am the original owner of Land. Please advice as to how should I proceed further to register my flat in my name.

Without verifying the JDA and other subsequent documents if any an opinion cannot be formed.
