Is Consumer Forum - a court ?

Forum is bench headed by the Hon'ble President and two members .The qualifications of the president is similar to Disrict Judge and acan adjudicate the disputes of consumers.It has the power to issue summon,taking evidences through affidavit alike CPC which is vested in civil courts .Appeal of district lies to state level commission and then national level and finally Supreme court and there is bar of civil courts for challening decisions . High court too entertain matters pretainning to Article 226 and 227

This gives that though it is not court but forum for redressal of disputes of consumers

Dear Member,

State Consumer Commission Chandigarh has disposed off my appeal on 16-7-2012 stating - Consumer Forum is a Court and u/s 23 of RTI Act 2005 Consumer Forum have no jurisdiction to decide complaint arise out of RTI matter. Finally SCDRC has set aside the District Forum's order dated 4-5-2012 where Forum held that RTI Applicant is a Consumer and Forum have the jurisdiction to decide the complaint related to defeciency in supply of information under RTI Act 2005.

Judgement of SCDRC Chandigarh dated 16-7-2012 enclosed for the reference.  Members are requested to please provide me reference of Supreme Court's Judgement to solve this law points and to enable us to file revision petetion before the NCDRC New Delhi.
