Method of selection for job allocation

MY COMPANY DMRC HAS ADOPTED A UNIQUE METHOD FOR SELECTION (IT IS THEORITICALLY JOB ALLOCATION BUT PROMOTION IN PRACTICAL) OF ASSITANT STATION MANAGER, ASSISTANT LINE SUPERVISOR, ASSISTANT CHIEF DEPOT CONTROLLER,ASSITANT CHIEF CONTROLLER.ALL THESE ABOVE POSTS ARE OF SAME CADRE AND FROM SAME CADRE WHICH IS SENIOR STATION CONTROLLER/ TRAIN OPERATOR.COMPANY SAYS SENIORITY OF SENIOR STATION CONTROLLER/ TRAIN OPERATOR WILL BE SAME AS PER THE TIME OF JOINING MERIT BUT WE WILL CHOOSE FROM YOU FOR ABOVE SAID POSTS WHO WILL BE SUPERVISING IN SAME CADRE WITH SAME CADRE AFTER SELECTION.NOW COMPANY SAYS WE WILL GIVE DUE WEIGTAGE TO SENIORITY THAT IF SENIOR SECURE 75% MARKS IN EXAM WHICH IS MUST TO GET SELECTED ,SENIOR WILLBE SELECTED FIRST THAN  JUNIOR. NOW OUT OF 100 MARKS : 40 FROM ACR LAST FOUR YEAR, 35 FOR SENIORITY (10 MIN FOR LOWEST AND 35 FOR HIGHEST) LEFT OVER 25 MARKS WRITTEN EXAM TOTAL NO OF POST 170 AND NO OF CANDIDATES 300 .LAST MAN HAS TO SECURE HOWEVER TALENTED HE MAY BE 30 MARKS OUT OF 25 IN WRITTEN EXAM.IS IT ACCEPTABLE. WHAT EFFECT IT WILL HAVE IN LONG RUN?THOUGH COMPANY SAYS SENIOR WILL NOT WORK UNDER JUNIOR BUT PRACTICALLY IT IS NOT POSSIBLE BECAUSE ONE ASSTIANT LINE SUPERVISOR HAS TO INSPECT ALL TRAIN OPERATOR IN HIS DESINATED AREA AND HIS SENIOR CAN BE AMONG THEM SIMILARLY ASSITANT STATION MANAGER IS SUPERVISION AUTHRITY OF A SENIOR STATION CONTROLLER.EARLIER INTERVIEW SELECTION FOR THE SAME POSTS WAS CONDUCTED AND WITHDRAWN EVEN WHEN POSTINGS WERE DONE BECAUSE CANDIDATES AGITATED THAT UNFAIR MEANS HAVE BEEN ADOPTED . NO ENQUIRY WAS SETUP , NO BODY MADE RESPONSIBLE FOR THAT UNFAIR MEANS AND NOW THIS NEW METHOD OF JOB ALLOCATION MIND IT THAT IT IS NOT PROMOTION, YOU REMAIN IN SAME CADRE .EARLER SELECTIONS WERE INTERVIEW AND ACR METHOD AND NO OF POSTS WRE MORE THAN CANDIDATES AVAILABLE ALL OF THEM GOT SELECTED EXCEPT ONE OR TWO.CAN THIS BE CHALLANGED IN COURT
