Mhada property succession

My father passed away in 2006 and left behind a property nominated to his wife (my mother), myself (married), 2 sisters (Elder and Yonger - both married).  My elder sister is a daughter of my first mother who passed away around 47 years before.  The property is still in the name of my father and my elder sister is demanding half share from this property.  Earlier she and all other heirs had given NOC while the preparation of application to MHADA for transfer of this property in my name.  Before submission of my application to MHADA my elder sister submitted a letter to MHADA having her objection in transferring this property in my name.  At this moment I am having possession of this property and I am staying there with my mother, wife and son.  My father was also with me and after his retirement in 1995 I had taken care of him till he passed away.  I am presently taking care of my mother.  I am ready to give her 1/4th share after deduction of all the expenses met by me for my father and mother after his retirement.  My mother is hosewife and did never earn.  My questions are:

  1. Being she is a daughter of my first mother, is she eligible for 1/2 share?
  2. Can I deduct expenditure made for my mother and father after my father's retirement?
  3. Can I deduct provision for my mother's future expenses (hospitalisation / medicines) etc.?

I would be pleased if some one provide me information about the action to be taken by me in this case.
