National Savings Certificates.

Hi,

My father bought some NSC's from a local post office in kolkata,the total value of these certificates are Rs.80,000(40000+40000).He made me the nominee of these certificates.these will mature next year around this time.But he died last year,and due to a very deep financial crisis,i've to withdraw the money prematuredly.As per the citizen's charter of the INDIAPOST official website (www.indiapost.gov.in) ,The rule is to give the money on the same day from the concerned post office,but,the post master and other officials says that it'll take around 3-4 months to get the money.But i need the money urgently,if i don't,then me and my family will suffer a lot financially as I don't earn much.Is there any way to get the work done legally,as the postal department is not paying heed to any of the words "urgent" or "emergency".Please suggest what to do.
