Not allowed to bring car inside premise

Hello All, I have a query in regard to open car parking. I have booked a flat in Noida in Apr2010 and after some time booked another one in Oct2010 with same builder. In case of first flat, the allotment letter contains "Open Car Parking(free of charge)" whereas second one doesn't contain any mentioned of open car parking. When I contacted the builder he said, I have to purchase the covered car parking and without that I'll not be allowed to bring the car inside the premise and can not use the open car parking. So my question is 'Is the builder stand correct in this sense' in consideration of the fact that Supreme Court verdict that builder can not sell the car parking and that open car parking is common area and I too have paid for that while paying for super area of the flat. Please clarify on what can be done in this case. Thanks Yogesh
