property problem

i have purchased property (30x 40)from the owner and the owner and his brothers all toghether having 38 Guntas, the property is from the partitioned property.After that the Owner's brother saying his brother is having 3-5 feet in my site . and the owner is selling the property to other builder, builder is saying that i cant give you the road to access my site and in the DC Converstion it is mentioned that before selling the site ,the owner of the land has to approach some of the approved organisations like BDA /BMRDA / ..../../

which is not happened .. I want to some advises what to do ...

my Idea is to file a case on the entire land of my owner and get the OS number.. so that he cant sell any property in the land..what is the procedure to get OS number and what is the amount i have to spend for this ..

Please Advise me your opnions...

In your purchase deed weather it is mentioned that how to approch your property? secondly what are the four sides of your property ? you send the scanned copy the deed we can find the solution.

In the sale deep it is mentioned west side 25 feet road & north to south is 40 feet and east to west is 30 Feet ..

one of the owner brother is saying his land is presented i.e 3-5 feet of east side of my site, in that case i will have 3 - 5 feet less.

also i came to know that my owner is not mentioned his daughter name in the sale deed, will this cause any problem in future, if so i will sell the property.currently builder is offering me 20Lacs .. which i purchased of 18Lacs 5 months back,currently the price is more in that particular area.
