The property is under construction...and posession is expected by 2013 by the builder......now I have to get the allotment letter signed for him....on his property....need to know what are the legal ways should I follow....

1. Should I send the allotment letter to him by courier in canada or.

2. Should I send him General Power of Attorney to him in canada ?

you may consult a lawyer in person and he would prepare a power of attorney specifically authorizing you to execute the requisite documents on behalf of your cousin.  this way, you can get the documents executed without troubling him to travel all the way to India.
