Registree of power of attorney

IS THERE ANY REQUIREMENT TO SHOW THE MEASUREMENT OF PUCCA CONSTRUCTION OF THE PROPERTY AND TO SHOW THE KMC COMPLETION CERTIFICATE OF THE BUILDING TO THE REGISTRAR IN CASE OF REGISTERING OF A GENERAL POWER OF ATTORNEY BY WHICH THE PERSON CAN SELL THAT PROPERTY?

CAN A REGISTRAR HAVE SUCH AUTHORITY TO ASK BECAUSE IT IS A POWER OF ATTORNEY AND THE PERSON SHOULD BE RESPONSIBLE IF HE GIVE HIS POWER TO ANY WRONG PERSON. IT IS FULLY A DECISION OF A PERSON WHO IS DESIRABLE TO GIVE POWER TO WHOM, CAN A REISTRAR STOP THAT PERSON TO DOING SO BY RAISING SUCH QUESTIONS?

at the time of registeration of the GPA, the registrar is empowered to make such queries as considered reasonable to ensure the guinineness of the GPA.
