I have filed a second appeal with CIC against IBPS for not providing information under RTI. But after filing second appeal, IBPS in response to copy of second appeal responded with the reply that "The issue as to whether or not the Institute is a public authority, covered under the RTI Act, is pending and the matter is subjudice. In view of the Order passed by the Delhi High Court the Institute has not appointed any CPIO" and along this, IBPS has RETURNED THE IPO SENT AS FEE FOR RTI. so i want to know that whether i should file addendum to my second appeal or not and if yes than should I resend the IPO to IBPS?
