Can a temporary govt employee do consulting?

Hello There,

If I am a Project Employee at any IIT, can I do consulting in a company? Project Employee is a temporary position and it depends upon the professors whom to appoint, whom to not. I am also confused that it can be considered as a temporary govt. job or not? Can someone clarify?
