Construction of boundary wall

My uncle has bought a land with a constructed building long back from X. X's son disturbed my uncle as the deal was not registered.

Uncle has got permanent injunction in Original Suit. X's son got verdict in his favour in the appeal against OS. Meanwhile X's son filed RCOP.

Uncle filed Second Appeal at High Court and got verdict in his favour. The injection is till the disposal of RCOP.

RCOP was dismissed. So X's son filed RCA which is at the final stage. 

Pending RCA, Uncle's son has approached the High Court for police protection for life and property and to construct boundary wall around scheduled property.

Police protection for life and limb of petioner's family and properties until further orders was granted by HC.

Can uncle's son start construction of boundary wall?

By now you may be having a bunch of about 10(+) Kg papers. A perusal of papers is ncessary for coming to a considered view.
