custom notified shops

hello everyone,

I am willing to open a custom notified shop.

a one stop for all imported / custom notified goods which includes mostly  gift items, including liquor.

1) I need to know if I have to take a license for the same?.

2) if yes thn where and how to apply for it?

3) what is the fees for the same?

4)is there any required  qualification for the same?
