Definition of 'service' under the consumer protection act

Will the state government purchase crops from farmers at minimum support price and pay any amount in addition to that support price under any scheme, will it come under the definition of 'service' under the Consumer Protection Act?

Hello,

State government purchasing crops from farmers at minimum support price and pay any addtional price is not service under consumer protection act.

what is state govt.doing is not a service and the farmers also not consumer.that is a facility to the state govt.providing to the farmers
