Mumbai electrical safety audit

I have a flat in Mumbai, but have been posted for work outside Maharashtra. Currently the flat is vacant and hence the mains power has been shut off. There is currently no law in Mumbai requiring an Electrical Safety Audit of flats. The society however passed a resolution in the AGM that they will conduct Electrical Safety Audits of each flat. Hence they are asking for my key. Am I legally bound to provide them the key to my flat or can I reply to them that that since I am currently not using the flat, I have shut off the power at the source and as such there is no issue? Of course when I return in the future, I would be happy to comply with their request. I do not even have any heavy appliances like central or window air-conditioning in my flat.

I also want to know what if any are the legal consequences for not following an AGM resolution.

If you don't trust the committee members then you can refuse to give them the keys.

They cannot force you to do that 

You can inform that you will set right the things on your arrival.
